New Local Plan for Spelthorne

Each local planning authority has to have an uptodate Local Plan setting out the policies and proposals that will guide development in the area. Spelthorne Council is preparing a new Local Plan for the Borough to cover the period 2020 - 2035.

As part of this process the Council has produced an updated pdf icon Local Development Scheme 2017-2020 [135kb], which sets out the timetable for the preparation and adoption of the Local Plan. This was agreed in November 2017.

The Council is reviewing the evidence required to assess the Borough's need for housing, employment floorspace, other uses and infrastructure and in doing so will consider the latest evidence on key issues.

Green Belt Assessment 

This report was produced by consultants ARUP and assesses how areas of Green Belt land in the Borough are performing against Green Belt purposes.

Please note: The assessment is not a policy or decision-making document that proposes any release of Green Belt land but is an important part of the Council's evidence base.

pdf icon Spelthorne Functional Economic Area Analysis [2Mb] 

This report sets out the evidence to define the Functional Economic Area (FEA) within which the Borough lies so that we can work with other authorities in the same FEA on economic issues and needs.

pdf icon Sustainability Appraisal Scoping Report [2Mb] 

As the first stage in the statutorily required Sustainability Appraisal (SA) process, this report reviews other relevant plans or programmes at local/national/international level, considers the current state of the environment (the baseline) and sets out a proposed 'framework' against which the new Local Plan can be assessed.

Strategic Housing Market Assessment 

This document was prepared jointly with Runnymede Borough Council in 2015. It was due to be updated but this work is on hold pending the outcome of the Government's consultation on a standardised methodology for calculating housing need.

1. Statement of Community Involvement (SCI) - Sets out how the Council proposes to involve and consult local residents, businesses and land owners in Local Plan preparation and planning applications.  The SCI was adopted in July 2015

2. Duty to Cooperate Framework - Identifies the strategic planning issues which affect Spelthorne and the local authorities and bodies who the Council need to work with under the Duty to Cooperate.  The framework was agreed in June 2015.
